Project Management and Consulting, LLC (PMC) was founded in 2007 as a professional services firm providing program/project management and support, information technology services and support, document management and data entry, continuous business process improvement, analysis and organizational development, and administrative support services. In 2009, PMC added a construction project management and support division to provide value-added management, support, and services in the construction arena. In 2011 we added emergency management strategy, planning, training, and response to our portfolio of services. In 2014, PMC added full-service logistics through a DBA division known as PMC Courier providing same day and long haul delivery services.

Post-COVID, PMC has adjusted its' offerings to the new landscape. PMC has a proven corporate track record in all of the aforementioned services. We currently hold contracts and teaming agreements to provide the same directly to the federal government and with large prime contractors. We are focused on providing the best quality and service in our core pillars of strength while achieving the objectives, goals, and mission of every client.

Our current and former customer base includes major prime contractors Cogent Systems, Science Applications International Corporation (SAIC), Booz Allen Hamilton (BAH), and Edgley Construction Group (ECG). We hold prime contracts with the United States Army. In September 2010, we teamed with ECG to enhance the services of our construction division and subsequently established an official Mentor/Protege relationship through the U.S. General Services Administration (GSA). Our target government market includes serving as a prime to the United States Intelligence Community and Departments of Defense, Homeland Security, Justice, Health and Human Services, Treasury, and General Services Administration. Successful past performance includes work performed at GSA, IRS, FDA, FAA, FBI, U.S. Army, Census Bureau, State of Maryland, and the Defense Commissary Agency.

PMC developed a niche in the federal market initially by working on biometric projects at the Federal Bureau of Investigation, the State of Maryland, and the Census Bureau through Cogent Systems from 2007 to 2018. We continued in that growing industry through services provided through a subcontract with SAIC to the Army’s Biometric Task Force, and other projects with Cogent Systems. PMC has also teamed to provide management, business, administrative, marketing, logistics, and program support for two Army programs with BAH.

PMC has secured solid relationships with well-established firms who trust us to provide services in our core disciplines and beyond. PMC is registered and licensed in its home state, Virginia, as well as West Virginia and New York. We are a graduate of the SBA 8(a)/SDB program with active MBE/DBE certifications in Virginia and New York.

PMC principal, Bryan Rock, is a management professional having provided management in broadcast media, hospitality, corporate operations and data management, private security, and through entrepreneurship for over 25 years. Mr. Rock holds a Bachelor’s degree in Psychology, and attended American Military University completing work at the Master's level for intelligence and homeland security resource allocation. Mr. Rock is a member of PMI, IAPM, AFCEA, IALEIA, IAEM, VEMA, and NDIA. He has volunteered in emergency services for over 30 years, and has received training and several certifications through FEMA including the Professional Development Series, U.S. Departments of Homeland Security and Defense, Georgia Departments of Defense and Emergency Management, LSU NCBRT, NW3C, and Chattahoochee Technical College. He is a certified EMT, Diver Medic Technician (DMT), Firefighter, Rescue Diver, Incident Commander, HAMZAT operations and anti-terrorism specialist, and very active with his family and in his community.
